How do I create the image on the right in photoshop? Will make more if someone explains

So, I used the image on the left to get used to the program. I can get really close to replicating the image on the right, but for some reason when I save the gif file, it is not to the same quality as the image on the right. I tried replicating it as close as possible with same settings and everything, just when I save it, it is more jittery and not as smooth gif. Any idea?
