Does anyone remember that website where you could create wobbly/rotating

Does anyone remember that website where you could create wobbly/rotating .gifs?

You would brush over the image to tell the app how close different parts of the image were to the screen, then it would animate the image with a wobbly/rippling effect.

I remember it being popular here on 4chan, but I can't remember its name or what to search for to find it. Help?
