For photoshop bubblers:
1. Use 'Liquify' to shrink the swimsuit.
2. Paint over the swimsuit with the model's skin color.
2. Use a partially-transparent layer for the bubbles.
3. Blur that layer.
Notice the bubble layer was Gaussian Blur'd and set to Luminosity with 100% Opacity and 100% Fill.
The swimsuit got shrinked as hell with the 'Liquify' filter tool and painted over on another layer with her skin color.
The straps of her bikini over her shoulders were removed with Clone Stamp Tool.

Gaussian Blur. I'm not sure what it is, but it works the best imo. You just select the color space, delete the color layer, and apply the blur until it stops looking like painted boobs.

My transparent bubbles were considered the pinnacle of the art. I retired from the practice though. In favour of the much quicker and easier regular bubbles to keep up with the thread. By the time I was finished a piece, the anon had already left and I got no thanks for it.
