I'm not really sure how to break this to you, but /r/-tan is one of those "created by random person who probably had nothing to do with the board" deals. There's nothing consistent, /r/ doesn't show up in groups very much, there's no writefaggotry. As far as I know, there was no discusson on /r/ about it. Board-tans tend to live or die based off how much content is made for them, and honestly there isn't much for /r/.
I kind of agree with the idea that there shouldn't be a definitive "THIS IS HOW THE CHARACTER IS" chart because every artist tends to draw them their own way anyway, so the charts are kind of like pissing in the wind. What would be better is a comprehensive listing of all variants for every character, but you shouldn't be taking this fanfiction stuff so seriously.
And if you're interested in how some of those were made, for some of them it was literally just one or two people making a note on some image somewhere, someone drawing a rough sketch, and then everybody else reposting it until it became commonly accepted. Nobody cared to challenge it, and nobody dared to oppose something that was already posted. /e/-tan's the best example of that. /f/ didn't even have any art, it was just a description on the 1d4chan wiki that ended up getting drawn over and over again to become common.

Pretty much anytime you see a meme being repeated over and over again, months after it's lost it's luster, you know it's a redditor. Another method are those lads that just replies to posts with "kek" or "my sides," says "this X is a goldmine," creates and participates in /pol/ "YLYL/Humor/best of" threads, and just general meme posters (e.g. eternal anglo, poo in loo, overuse of the word 'cuck', etc.)

Somewhere during the beginning, the earlier /pol/ anons wanted to make the board a place where they can discuss anything without censorship (freedom of speech). It was actually quite nice because there were threads about different news, economic theories, game topics (I was surprised too), histories etc (along with troll threads but in /pol/'s atmosphere it was normal). At this earlier point in time, it was not overrun by people from different boards or sites. /pol/'s main audience were people from previous news boards on 4chan plus some who wandered in from forum sites. But because they were so willing to accept different viewpoints, the news/forum groups became a minority on /pol/.
Oh, and it didn't help that in the beginning there was a bit of conflict because people from 4 ch. 0ns /new/ kept spamming /pol/.
