Latinamerica is a shithole in general because everysingle country has the scheme of "Patrones" (oligarchy by the most powerful industrials and landowners) and "Favores" (instiucionalized corruption by having to give money and concessions for things to work).
Although Chile was an oasis of stability until the end 60's-early 70's it was not free from this government model and practically everything that was not santiago was ruled and administered in that archaic way. You have to understand that Chile is REALLY long and some cities and their cultural-economic zones are as far as Spain is to Russia or from east to west coast, you should understand.

Allende was A SOCIALIST not a communist, although he allowed gommies on his government much like fucking Bachelet does now. So he was actually PART of that old order with the rotten aristocracy
Pinochet broke any remnant of that order and created a real and effective state machinery, caring for regions. Most of the wailing and crying come from the gommies who are natural crybabies and socialists who had their golden hen stolen
