Turkish politics is complicated but people know that people faithful to Gülen (Part of the 'hizmet' aka cemaat) have been in the government for a long time.

Gulen got their men in the government by working with the government, ironically.

The biggest example is in 2010 the members in the Supreme Court got expanded so it would be more pro-gov (using the extra seats to nominate pro-gov judges). Essentially most of the judges are Gulenists. They've been pro-government until 2013, until Gulen and Erdogan fell through. Now they are clearly pro-Gulen and anti-government.

Maybe because Not all F16s that were commandeered by the Gülenist sleepers were armed. (6 F16s were stolen). Most F16s arent loaded with missiles and shells in Turkish airfields since there is no state of mobilization unless in border bases.

Keep in mind they were only 150 officers, 400 NCOs and maybe a hundred corporals aware of the situation and the plot.
