That might change in the near future, but I doubt it.

Nothing effective so far, sure. But a lot is being tried to fight back. The military is patrolling everywhere and there has been a massive surge in new recruits, security controls are constant, the "state of urgency" gives more power to police, among other things, laws are being passed to give cops to have their gun off duty, for example. And with the last attack, the government has called all patriots to join the reserve, which is deployed mostly nowadays to patrol. There are talks of massively reorganizing the secret services.
And we keep increasing our attacks on IS, but that's mostly just to feel a bit better.
What more could we realistically do ? Remember that the response to the Charlie Hebdo attack was just solidarity. After November, it was fear and anger.
Now, with the 14th's attack, it's too early to really say. So far I'm just seeing anger.
The next presidential election is next year. We'll see then if that anger turns into votes for Le Pen. And if she gets elected, you can expect the death penalty back, possibly mandatory military service, among other things.
