Actually the reason for the decline is the greater extent of testing. In the 50's especially up to the 70's most of the people tested were European or American.

There was a fad at my office of taking a particular IQ test and comparing your scores. We have lots of HS/tier 3 college types who push paperwork around and operate phones - not terribly bright folks. I think the lowest score I heard was 125.
IQ is a great measure but a real deal test is like a four hour long event that is administered 1 on 1 by a psychologist. Very few people are ever given a real deal IQ test.
