Breivik will never be released. He was sentenced to detention. In Norway, a detention sentence means you can be held in prison indefinitely if you are deemed a danger to society. The 21 years just means that after 21 years, some committee will have to evaluate his case and make a decision. They can extend his stay five years at a time until he's dead. That's what they will do, because he said he'd be happy to do it all over.
If you get a detention sentence, it doesn't matter how many years you get if you are deemed dangerous. Recently, a serial child molester got 7 years of detention, but nobody thinks he will be released after 7 years. It's basically just a minimum sentence.
It is designed so we don't have a definite life without parole, but it also maintains our need to keep some people away.
