Never heard of the name Cillian before, presume it's an Irish one. I know that Jack is the most popular name in Ireland and 2nd or 3rd in the UK. I was a bit worried about whether it was classed as a 'lower class' name or not, I don't really know as I don't know many people with kids so don't actually know any Jack's but I know a few Jack's my age and they seem to be from a mix of classes.
