As you say, Valls - who is a fairly based politician who has taken up such principled stances on labour reform, immigration and national security that the classification "Socialist" is kind of misleading as far as he is concerned - is only acknowledging reality.
And as another poster in the thread says: Europe's reality is coming to resemble Israel's more and more every day now. If you get on a bus in Paris in 2016 you have to reckon with a real possibility of some barbu fiddling at his prayer beads setting off a suicide vest next to you and blowing you to kingdom come, or some kid with a Smartphone and Nikes being instructed by the YouTube video he's watching to stick a knife in your guts or the guts of your three-year-old daughter. That's been the reality of everyday life for people in Jerusalem and Tel Aviv for many years now. Where else are we supposed to look to learn how to handle this new reality?

Current projections forecast the population leveling off around 100 million by 2050. Japan changes slowly, so this will be enough time to make adjustments. By 2050 the 'population crisis' will not be much of an issue any longer.
Rather than import undesirables willy-nilly Japan takes a strict, proactive stance towards immigration.
