How would that help against these random attacks? It doesn't, it's just to "Keep order" (i.e. ensure there's no retaliation from nationalists which would spark a huge bloodbath). The speech Hollande gave was almost exactly the same as the last one. It's a platitude to convince the very angry and shocked people of France that their government is doing something when really there's nothing for them to do except try to keep the pot from boiling over. Their priorities are totally different from the peoples'. The people want reassurance that they're safe, that the government has their interests at heart, and that something is being done, but the state just wants to contain the growing fury and defuse the situation.
