Because democrats have hood rats hooked on welfare money and nobody in the GOP has pointed this out and tried to help black people by mentioning something like a job program created with welfare taxes instead of direct deposit on welfare. They always brush over black people issues so black people turn to the Democrats since they democrats at least acknowledge their existence.
That and the whole CIA flooding the hood with Crack during Reagan, who was a former Democrat, after seeing Nixon get impeached. So a lot of black adult voters who grew up during that time didny really support Republicans or trust the government in general. But at least the Democrats talk to them, despite using them for vote farming.
