Stefan often talks about there needing to a child friendly culture before we can have a truly liberal society. It's part of the reason he is firmly against multiculturalism, non-european cultures tend to favour corporeal punishment in relation to children.
By teaching children violence is an effective way of enforcing your opinion over dissenting opinions, you inevitably create a violent society. This wont sit well with the natsocs and there like, who would prefer an eternal illiberal state, but it's correct. It's a utopian concept either way, requiring a liberal authoritarian regime willing to hand back power to the people when it deems itself unnecessary.

He doesn't want society to crumble. He still wants a free anarchist society, you just can't switch to that overnight.
I think he is coming around to the realization that a dictator that rulea in a liberal way is preferential to a democracy that constantly passes legislation that isn't liberal.
