they are supposed to be cheap patrolling units that report the state of a zone. They are cheaper to employ than any human (6$/hour) and obviously they act as a way to avoid to put a human in a hypotetical direct line of danger, so they are being tested in various malls and places.
just think of it as a walking camera with sensors. they don´t have much functions at the moment, aside from being able to switch between patrolling and remote control .I imagine than in the future they could add more cool shit like anti-riot/non-lethal devices
