I wouldn't be surprised if we stayed at 4 this whole time, everything felt "on edge" everywhere else after 9/11. Look how large political powers and such radical changes have happened in the last 15 years, Globally, we see riots and huge masses of humans moving from the middle east into Europe, the mass protests in America, and even in Hong Kong. more people feel the world is teetering again, the economy is going down the drain here soon.
