Going on 10 years. I had a band of darker colour skin which I think was scar tissue, which basically meant it was unstretchable.
I had some progress, I used to not be able to retract even slightly, with just a 1 cm diameter hole showing around my urethra. Most general practitioners seem to be incredibly poorly informed these days, at least in the UK. All they seem to do is type in symptoms into their computer and read out what the computer tells them.
