shift in perception.
notice the angle, and how it frames the gestures of the cops. also, the shift in color, as color has an effect on perception as well, blue is calming and pacifying, and the redder hue gives more intensity. cropping the photo serves to focus your eyes differently. look at it again, and try to follow the different points in the individual photos where your eyes go to, first the primary focus, secondary, third and fourth.
Simply shifting, cropping, and changing the hue of this photo, changes the impression of the viewer, that the cops aren't moving forward, they're moving backward, when really the police are approaching her. Look harder and you'll see it.
