The cold war happened how it did largely because of the size of the conventional forces of the Soviet Union, not only because of nukes. The worry wasn't just that the Soviets would nuke America back, it was that their tanks would be able to sweep across Europe and their naval bastions would be able to deny American access to Japan and Korea, possibly allowing them to be conquered as well.
