Because last time people tried to they fucked up. Cultures need to develop naturally, you cannot effectively force culture on a people and forcing technology and systems onto a people culturally unready for them.
Giving Africans modern technology, forcing them to lived in ethnically heterogeneous political states, and forcing them to adopt democracy was a fucking awful idea. It is no surprise that sub saharan Africa is under perpetual war and starvation, they have the psychology of cavemen in many places yet were given access to guns, given access to medical care so they didn't lose most of their kids by age 6 to disease, and forced to decide who would lead between their tribe and all the other tribes.
Honestly the best thing to do would be to cordon off Africa and let them solve their own problems like Europeans should have done to begin with. But of course that won't happen, colonialism was just to get resources, "civilizing" Africans was just an excuse.

This breaks my heart. I just watched Empire to Dust yesterday and I saw firsthand about how blacks didn't maintain the infrastructure that the Belgians created when they controlled DRC.
It made me think, why aren't investors putting money towards training Africans with construction/trade skills? Give them the knowledge on how to lay pavement, construct buildings, etc, and they'll probably be self sustaining within 10 years.

Logically building up Africa and starting the (albeit arduous) training of their population will improve civilization around the world.
Better standards of living for poor regions would increase the world's overall standards of living back in our home countries due to liberal college kids wanting to have better things than other people. If you start solving their problems, it could eventually slow the flow of immigrants drastically as well.
Instead of importing all these able bodied refugees, we could have spent the money on infrastructure and industry at their homes so they can stay where they belong.
