We have ridiculous taxes on it and a state monopoly where the store is only open 10-18, 10-14 saturdays and closed on sundays. Pricing is restricted on alcohol content and a bottle of 70cl(fifth of a gallon) is 25-30 USD. The store is 20+, while you can drink at bars from 18+(at least $5 per drink). There's no difference at parties since everyone just gets someone over 20 to buy it for them.
They've also done studies on how much people drink in relation to price and the effect is jack shit, it only affects those who drink until they're completely broke, and are already lost causes. The only thing it does for those is making them go broke faster.
Alcohol isn't good, even for a drug, but it's accessible as fuck and a huge part of any culture. There's nothing you can do about alcohol consumption in a reasonable timeframe.

The only thing you need when making alcohol from anything with sugar is yeast(even baking yeast works) and to deprive it of oxygen. Yeah, beer happens to be my favourite but if I was intent on making something alcoholic as simply as possible it'd be cider or something like a strawberry wine. Yeast is easy to get either by leaving a chunk of fruit out until a wild culture takes hold (which is dodgy but might work if you have nothing else) or by finding a reasonably robust baking yeast.
If you end up using a wild yeast you're going to want to do a dozen or so small fermentations with different cultures util you find one that doesn't taste like ass, then enlarge that culture, freeze or dry most of it and be sure to reuse the yeast from each batch you do.

I try to get on my mothers friend who is a total fucking milf and married later that night. Their relationship suffered for a while because of this and it's probably brought up every now and then since the husband is quite petty.
TL;DR Alcohol sucks. If you drink it and you like it though then good on you. Personally i've only had bad experiences with it and don't really like it myself. I wish i would be more normal about it.
