You need to work on situational awareness.
The cop is at the disadvantage here. He is the one pinned, he is the one not moving. The attacker has all the ground and is easily able to throw the cop off.
If you're pinned down, under fire, with nowhere to go, your mind is mostly going to be racing. Adrenaline doesn't help you to think clearly and in that split second with everything going on, the cop simply got outdone.
It's sad, but there is really nothing more to it.

Yeah they used to play Quake on LANS back in the day in the Marines lol, but it's mostly for position, team movement, and communication.
Can be a pretty effective tool as it gets your mind in the right place for how to move and observe a hostile environment. That's why a lot of online shooters can suck - without a team, the shits hard, and camping/sniping becomes the best strategy because you're usually solo.
