I have a law degree and bachelors in CJ Law Enforcement, so I think I have a pretty good fucking understanding of cop culture.
You'll always have some bad actors, and the nature of the job can make it easy to be a bad actor, but the vast vast majority of police don't fall into that category. One of the greatest challenges for LE is picking out the bad actors during application and employment, so you don't have people prone to those kinds of negative choices before they happen. In Texas for instance, since it's relevant, most police departments require a bachelor's degree for application because it's a good indicator of whether or not an officer is going to be capable of making proper (or at least critical) decisions when they present themselves.
Same thing with job reports/evaluations of certain decisions made while employed. Those sorts of barriers are already in place in PDs across the US (regardless of whether you as a random poster on a Mongolian throat-singing board actually know they exist) to help weed out unqualified individuals. Unfortunately, it's a reality that sometimes you do get an individual with a particularly negative characteristic (in the recent case with the Asian officer, he was extremely nervous and/or nerve-wracked) who ends up slipping through the net and getting someone killed (or just being a bad cop in general).

The cops story is the guy surprised him by "popping up" out of the car, he never called in "shots fired" only that the guy was "refusing to leave the vehicle" (he was hit in the neck an paralyzed). The cop then starts looking around the area he shot from, obviously looking for his shell casings, and only admits he shot the guy after his CO tells him to go back to the bar he had left to see if he was shot there.

An investigator told people to go back to the bar, where the victim just came from, to see if he was shot there. After all that the pig confessed only when asked if he shot the victim.
