It's beyond me that you first need to prove that you are responsible and skilled enough to do things like driving a car, yet for some reason anyone is considered responsible and skilled enough to raise a child for the start.
Homeless people are mentally ill addicts mostly since every person who can manage to pay rent with free money gets a home here and we still have homeless people.
These people are so deranged that they will literally wander away from homes you give them for free.
It's either letting them go and do what they do or keeping them in closed facilities.

We need one "urban aesthetician" to drive around, shoot them w/ tranq guns, cut their hair, shave them, clean them up and put them in nicer clothes.
This will have to be done pretty often and larger cities will need larger teams.

You can be homeless but you have to wear a costumed character suit at all times.
