No they are not.
Actually the State paid the entreprise to build them, then these entreprises have concession agreement: people pay them money to use them.
They must assure the maintainance though but they are pretty fucking expensive and some tell overpriced considering the rises every years.
It is a goldmine for the companies and a lot of people tell we made a mistake and we should have keep the toll plaza and just pay companies to assure the maintainance instead of giving them the total control.
That's our budget minister, Macro who said it, the guy which was Rotschild banker and had the opportunity to lead a hedgefund in the US before he declined to become Minister of the economy, so I pretty much trust him on the question.
