Keep in mind that "American police" is a vast category with thousands of jurisdictions and independent departments. Every city, township, State has different standards in education, weapons training, physical fitness and unarmed suppression.
So, just saying "American cops" doesn't really mean anything. Some cities are very, very serious about their training and qualifications, small towns often are stuck with some local retards that barely finished high school, or didn't at all.
To give a somewhat serious answer to you, I'd generally categorize State Police as the sort of cop you would very certainly not want coming after your ass. Qualifications and fitness levels would generally be the highest. And, yes, unarmed techniques are part of training and some of those guys will take apart world-class martial artists.
On the other hand, the professionalism of most State cops tends to be quite high, so they are rarely the cops you see shooting first or making other mistakes. So, if they're coming after you and you're not presenting a major threat, your survival odds tend to be better.
After that it starts to become a crap shoot. Some departments are very professional and weed out shitty cops, other departments let shitty cops stay, some departments encourage shitty cops because they think its all about dick-swinging instead of law enforcement.
It's hard to know what your going to get unless you live in an area and know the local politics and culture. I've known New York and Philadelphia cops (City Police) who were very professional, and some who were about as corrupt as Russian mob strongmen.
Some individuals take their training much more seriously than others. You tend not to see any news footage of them acting retarded, so the assholes that make the news disproportionately make all cops look worse than the true average.

Not a super great example, but I've been doing BJJ for about 2 years now. When I roll against someone who is brand new, I absolutely destroy them.
That said, one lucky punch or a hidden knife or an eye gouge and I'm dead. You never know whats going to happen in a life-or-death fight.

Every department is different, every Academy is different. There is no universal standards of training.
I was given a bogus single week defense class at the state Academy. It's not that the techniques were bad, but a weeks time is not enough to get them ingrained.
My department has a single day of defensive tactics ONCE A YEAR. in comparison my friend who works at a larger department does shooting driving and defensive tactics every few months.
I'm not trained as well as I should be for shit I actually deal with on a daily basis. 5 weeks out of the 10 I spent at the Academy were going over shit I'll never use.
Don't blame the officer for performing badly, blame the department for doing the very bare minimum in training. The exception to this being the total assholes that pop up in the media.

They're not constitutionally obligated to risk their life and if they choose to rather risk their life and disarm someone they may, but chances are they will likely just shoot them in fear for their own personal safety and/or safety of others.
