You can't tell what happened. You see the officers struggling to hold the guy down. Nothing is in a good view. One officer starts yelling about a gun. Now, is it justifiable? I can't tell just from that video because it is shit. However, if you are struggling to hold a suspect down and your partner is yelling about a gun, then I lean towards believing the cop could have feared for his safety and his partner's safety.
Regardless, you could not get a conviction off of this. Reasonable doubt is easily met. I doubt a grand jury would even indict.

No what I mean is at times extensive training presents conflicting situations. When you cannot see the arms of a suspect, they can only affect your partner, who has his mid to lower body, and is yelling "GUN!" your training justifies action. Not the action taken, which was egregious, but at some point without further communication a new cop is left out to dry here even with training.
It didn't help that the officer begun focusing on the suspect rather than his partner (who was dealing with the weapon, for better or worse) and again that indicates to me he was new on the beat. I think we need more training here for sure, but undoubtedly what you learn (to any extent) can be ruined by crime context and even the best make mistakes. Just not ones that are this awful.
