There are quite a few skyscrapers especially in big cities. They are general not as big as American ones though.

First, Because they would ruin the architectural coherence of those cities. They are unbelievably beautiful as it is. Skyscrapers would be eyesores. Look at the Montparnasse tower in Paris. It looks fucking disgusting towering above one of the most architecturally pleasant cities ever built. The only city that has achieved a good balance between old and new is London with the shard and the wheel, etc. This is mainly due to the fact that London was so thouroughly bombed during WW2 so they could reorganise their urbanism in a coherent pleasant fashion.
The second reason is that european streets are much more narrow than North American or newly built asian megalopolis streets. Therefore, if you build too many skyscrapers, the streets will never get any sunlight and hanging out downtown wouldn't be a pleasant experience.
Thirdly, european cities are much less populous. Continental Europe is more uniformly populated than america or asia so its population isn't overly concentrated in big megalopolis so they have less need for skyscrapers.
Europe seems to have been more interested in the intricate, finely detailed kind of architecture that denote taste and civilisation as opposed to America which has built more grandiose, in your face buildings that denote Power and wealth.

Well, European houses are very old and traditional, so most of us like to keep it that way. However, for instance in Paris, there are skyscrapers in La Défense, a district away from the center of town. It's not that there aren't skyscrapers, it's just that the modern and traditional design are separated.
This all boils down to a key difference between America and Europe. Europe is a traditional homeland for people, and America is a business. (It's trying its hardest to not be one atm though) The whole idea of America is to prop up housing quick, along with the workplaces people work at. When you look at American cities, you can clearly see that it's all a bit messy and hastily done. There are some semi-European townhouses in between modernist glass towers, and different sorts of building designs scattered all over.
Nevertheless, I enjoy both.
