The idea is supposed to be that shills start a provocative thread and never return to that thread, leaving /pol/ to fling shit at each other and stay distracted long after the OP has moved on to other things.
But it only makes sense if people post >1 post by this ID in a thread of significant length, because IDs are unique by thread. Otherwise you're basically just accusing the OP of not replying to his own thread within the first several posts.
