If they are official asylum seekers and get welfare, they are in fact ordered to stay where the government puts them. They are officially forbidden to travel even within Germany. But most of them don't obey the laws anyway.
How do they afford it? There's a number of points there. A) Berlin isn't as expensive as Paris or London, it has very cheap quarters. B) They often stay with friends and share apartments with impossible numbers of cousins. C) They rob, steal and deal drugs. That usually pays the rent.

It's the same. On the other hand more and more Israelis and Jews are migrating to these places. The most diverse cities in Germany are the ones with a big jewish community. Frankfurt (literally the worst city of all) even has a jewish major.
