It's probably the Commonwealth or the US. SAS is really high-tier, and I would say edges out Delta and DEVGRU, but those two groups basically function as recruiting grounds for the CIA these days.
The SOG is probably the single most dangerous group of men in the world. I'm not sure if Spooks count as special forces anymore though, they're technically civilians.

I'd like to say this! We're second to the UK SBS on most things except we still win jungle scenarios and hostage negotiation/extraction. But the UK SBS are considered the best operations units.
NZSAS and SASR to a lessor degree are very well trusted in all theaters mind you which helps in areas of mixed control.
