The problem with tracking down block chain members is that all a "block" is, is a list of different transactions that workers spend time trying to find, and then validate. The process of validation doesn't require the location of the transaction, just that one side has the money, and the other side exists. That tells you almost nothing about identity, and you can easily have multiple wallets.
