Democrats didn't really seize full control of California until the 21st century.
California was already most populous state with huge economy.
California was Republican controlled at the state level in the 20th century.
Somehow it is Democrats and their rather recent coming to power that is responsible for all the prosperity.
California happens to be on a coast, and most of the West Coast of the USA at that. Coastal areas have better economies than land locked. Especially when you have major ports.
California got a lot of tech and university development thanks to ww2 and cold war military spending. So when the IT industry started to happen. There was already an existing skill pool in California.
If California is so great for business? Why are they all moving to Washington, Colorado, Texas, Florida, Georgia, and Oregon?
Southern California is unsustainable for water. They suck the Colorado River dry most of the year. They've been doing this for decades. Which has caused Mexican farms to fail and send the Mexicans north. Eventually they will really run out of water, and then they will all spread across America.
This Kansas meme needs to die. The tax cuts did not tank the economy. Though the tanking economy did cause revenues to plummet even more. Which means failing institutions and infrastructure. So less business development in the future. Kansas can get out by approving issuing some 30 year bonds. So they can fix and improve the shit that fell apart. Bringing business back into the state.

Ever live in California, OP? Jobs aren't exactly abundant. It's a rat race for everyone there. Property values are insane anywhere near where the jobs are. It's a corporate utopia, run by big corporations.
Outside of the tech and film industry, it's desolate. Most industries are moving out of state and getting the fuck out of there. It's California's oil, and when it runs out it's fucked. Meanwhile, states like Texas, or the states you mention, that have always traditionally been poor as fuck because of the lack of natural resources and culture have diversified their industries and will survive in the long run.

The hate or misunderstanding for California is because most of the desirable living space in the state is designed so that it ethnically cleanses the non-millionaire class. If you're not at the very top, you won't find a place where you can coast by hovering near the average like the other states.

I'll tell you how Governor Moonbeam fixed the budget, both times he was governor.
He takes expenses caused by state level legislation. Then he shifts down to lower level governments. Then he bars county and city governments from borrowing from the state. Meanwhile those governments are handicapped in their ability to raise funds, because of Prop 13. Which keeps property taxes relatively fixed for the length of someone owning a piece of property. Which means a huge spike in population and rise in property values. Only causes more expenses and no way to raise more revenues. So they will have to borrow and run deficits.
Meanwhile the State is now in the black, but still has nearly a trillion dollars in debt to pay down.

Trickle down economics failed because Chinese investments were much more attractive than American investments. Once the incentives dry up you're looking at 40% of your revenue just to do business in this country.
