Actually it's possible in the near term. Obama himself realized this: that's why the Iran deal happened. The worthwhile parts of Iraq are shia and thus the only hope for modernization (specifically, of infrastructure) is to be friendly with Iran (who supports shia militas with food and ammo). Over the long term, the idea is to open up Iran to US industry, and have it flow into the region through that.
In practice this means pissing of Israel (who wants more Iranian sanctions), as well as pissing off all the sunnis and Saudis who hate Iran on principle.
Look at Iraq's railroad network: the only routes that run reliably (ie, run without any cancellations due to striking workers, train robberies, or infrastructure damage) are all to Iran.
As much as I loathe Obama for trying to instigate the arab spring, he's more or less tacitly admitted that the US will never retain direct control over the region, and that the shias are more reliable allies than the sunnis. Which is why the Iran deal happened: it's a way of peacefully extending US influence to the parties that matter in the region.
