Communism requires people to comply to a lot of things. This means A: everyone need to accede to what is "best for the people" willingly or B: laws need to be implemented to force them to do so.
In situation A somebody will inevitably not comply with the ideals of communism (greed is part of human nature) and nobody can realistically do anything about it short of killing him.
In situation B you have North Korea, the Soviet Union and the People's Republic of China
