It's not always about race. Just because the victim happened to be of different race doesn't mean there was racism involved with it. As you see in the video, he just hit him, there were no racism. Of course assault was there, but no hate crime. I think the kid is troubled and needs rehabilitating and by punishing him as an adult does not make it any better.

It's actually quite funny. Among blacks, there is a sort of social hierarchy by which those who have lighter skin tones are considered more attractive. Being a "light-skinned nigga" (in other words, mulatto) is more desirable than having dark skin. The same stereotypes applied to black people by white people are applied to dark skinned blacks by lighter skinned blacks.
