Suppose I want to build a new device to do some neat little experiment into a niche topic that I've had on my to-do list for a few years. Obviously nobody's going to give me the money to research that niche topic, so I need some quid pro quo in my application. So why did the NRL throw millions of dollars at it? Because the guys doing the research sold it as a testing platform for seeing if properly modulated radio signals could be relayed off of the ionosphere to allow radio communication beyond LOS without the need for relay satellites - which, obviously, the military would be interested in.
Quid pro quo. You get funding for the device that you want by promising to do research and experiments into shit that the people funding you are interested in.

Same applies to these massive research projects, the new age of technology needs a foundation to be built upon, and we need to understand these fundamental mechanics in order to use then to our benefit.
Though these projects seem pointless now, the more we are able to learn, equates to a large variety of resources available to us. You're doing the same thing the fucking libtard public does, which is only care about the immediate, and only look on the surface. These projects are large undertakings, but the knowledge they provide us is the key to progressing technology further, it just takes time.
