However, if you remain hydrated and were drinking water at the time, all that can be said is that you are not dehydrated. The cause of the continued hydration could be any number of factors.

the more you drink, the more you piss, and the clearer your piss is. apparently endurance athletes often suffer from water intoxication because they think they can/have to "hoard" water in order to not dehydrate while exercising.
so obviously your body demands a relatively steady flow of water, neither too much nor too little.

i dont know if this is a big enough problem to warrant regulation or if this regulation will do anything to solve it though. in general, being slightly dehydrated is way more common and can cause overeating, making it partially responsible for obesity

This is general law prose.

The EU turned it down because food regulations have to prove they combat diseases. The academics can't prove dehydration is a disease - it is a state. The EU therefore decided the claim does not comply with the requirements of a disease risk reduction message.

I imagine you can say 'this water prevents dehydration', but not 'this water cures the disease of dehydration'.
