Our school systems usually put anyone over 18 in an alternative high school setting or send them to a local community colleges diploma/GED program.
I don't think many will accept a student past age 19.
The high school I attended did renovations, so they bought out a commercial building nearby to use temporarily for classes.
It was decided to only put freshman only classes there.
After the renovations were finished, they kept the building and kept the freshmen only classes there.
My understanding is that it's helped keep the new students away from being abused, bullied and preyed upon by older more developed peers and gives them a chance to develop as individuals and as a class (about 1200 of them I think this year).
