Citizenship should be capable through a legal process for those who follow the rules, including their children, with a limit on how many can obtain citizenship each year (including babies born to immigrants on US soil).
Voting rights should have (in addition to other requirements) a 2nd Generation requirement, so the grandchildren of the new citizens could vote, but not them or their children.
Cultural assimilation should be a slow, deliberate process.
