The fuck? Rating agencies just tell lenders what the risk of lending is, the higher the risk the more interest you pay. Provided you stay above "junk bond" status you aren't going to have an issue getting credit (and even then there are ways around it, like having bonds issued in the US to ensure they're payed back). All that's happened on the down grade (from the highest to the second highest) is the interest on gilts will go up.
