Wouldn't be surprised if it ends up being a corporation (Musk has a boner for it obvs) rather than superpower. NASA has sat around dick in hand since the 70s. Now that China is starting to make moves maybe they'll get some ambition/efficiency back but I think the whole federal government and NASA specifically are probably incapable of competently planning and funding any kind of major mission anymore - even if there's a genuine chance of Chinese getting there first which would obvs be a huge statement.
