You can put any country you want. For the UK votes they had an issue and they patched it earlier so a bunch of votes appeared out of nowhere.

8cham /pol/ decided to fuck with the petition and used bots to flood it with retarded names and countries like the Vatican, which they made it look like the vatican voted 4000% of its actual population. A bunch of retards on their posted their bots and got everyone to flood the petition because they thought it would be funny to get the vote to exceed the UK's population. Now they're posting about it here as well.
There aren't any safe-guards in the system to make sure it's one-British-citizen, one-vote and with it being big news there are plenty of nefarious people abusing the system for their own amusement or whatever.
It's a pretty damn moot talking point, though. The butthurt from the 16+ million people whose vote lost is unquestionably high and there are a handful of idiots who changed their mind two seconds after voting, but it's too late now. The world is already responding to a Brexit. So the petition both clearly has legitimate wind behind its sails and is entirely irrelevant.
