It was decriminalized 1969 as it were in some underparagraph which also criminalized homosexuality. So they just dropped the whole thing and said that the animal protection laws we already got cover it necessarly well (which they do).
Then they criminalized it again recently but the supreme court ruled that "harm or force" needs to be used in the act for it to be an criminal act.
