There are only 5 million people in Scotland and its one of the biggest nanny states in the world, even by European standards. The reason Scotland lost the independence vote was because female voters didn't think Scotland could keep the state budget with out the rest of Britain's resources.
Plus loosing Scotland might reinvigorate English identity which is dead.
