Under the Communications Act 2003 all UK citizens need a license to watch moving images, no matter what device they use. Watching Youtube requires a license, for example. As does playing a gif locally on your own PC.

A paid tax in the form of a television license is a good idea for a country, as long as they are not compromised by ideologues who will turn it into a censorship and propaganda outlet(See: Mexico).

Public Television is still a very important part of ensuring positive outcomes in poorer families who rely on TV for entertainment and information, even with the prevalence of the internet.
