Yeah, no. Neanderthals were more advanced at one point - but they failed to develop, and failed to compete with us. East Asia has sufficient Human Capital and civilization that it can compete yes - it obviously already does in Japan, Singapore, HK, Taiwan, S. Korea and to an increasing extent in mainland PRC - but the Middle East is a cesspit of inbred, low IQ, barbarians following a demented warrior cult religion.
Sub-saharan Africa has no meaningful history of civilization beyond what was brought (to a limited extent) by Arabs and (to a far greater extent) by Europeans. As OP has correctly pointed out White/ish (inc. Semitic) people have always been on top. Even countries with considerable history of mestizaje such as Brazil, Mexico etc have White elites, mixed race middle, Black bottom/underclass. South East Asian countries have White/Chinese elites above the darker, browner, mass. India had, and continues to have, whiter ruling castes over darker lower classes. Whiter skin =/= superior intelligence, it just so happens that the branches of humanity who developed (because of environment and breeding with the Archaic Hominids who had previously left Africa) superior intelligence and social skills all have whiter skin.
