Say if an American citizen sneaks back from fighting for ISIS in Syria, but law enforcement cannot actually charge them with anything since they have no actual proof and can only put them on a watch list, I'll take my chances with them not being able to buy guns. If someone on said list can demonstrate innocence, they should certainly be let off the list though.

If you hypothetically eliminated the big treasure they're fighting over: drug smuggling routes and infrastructure, they would dry up fairly quickly without some means of replacing the enormous drug profits. That's very unlikely to happen though.

These are highly organized companies. They won't just lay back and die simply because their main profit dries up. They will look to move to other markets, and seeing as how they are illegal organizations in the first place you can expect the markets they move to to get extremely more prevalent and violent.

The treasure they are fighting over is power not drugs. Removing drugs simply means they'll use heir overwhelming advantage in firearms to pursue power through other means.

What's stopping them from doing so now? Collectively they have far more power than the Mexican gov't after all, and alliances between the cartels are hardly unprecedented. The answer is fear that the US will intervene, and that won't change whether they are able to still sell drugs or not. (It might make them desperate enough to try something, though)

You also seem to be forgetting that they seek power so they can make more money, and want money for more power. These are two sides of the same coin.
