It seems like the FBI has been "wrapping up its investigation" or "in the final stages" for about the last three months now. If they do anything (assuming they have enough evidence) they'll wait until after the election.
If Trump wins they'll freely indict her.
If Hillary wins the FBI would likely try to extract concessions or blackmail her (for who knows what purposes).
