The final solution was, in its specific form, conceived during WW2. Before Hitler seized power in 1933, the Judaic world conspiracy was already widespread propaganda (long before that even) and the opposition to communism was on par.
German public was proven to be aware of the camps soon after they were actually used to roast sholomo's en masse, mostly due to members of the Wehrmacht coming home for leave - quite a few of them told others what they've witnessed. There are also written accounts of Wehrmacht members writing home about it.
Short version: larger pockets of the German public became aware of it towards the end of WW2 (the specific acts in camps), the general hatred of Jews and the wish to wipe them off the face of the Earth has been ingrained quite a bit longer.

He's got a fair point - sort of. The NSDAP was obviously a regular party in Germany and they gained in the 1932 elections becoming the largest force in the Reichstag (after only scraping a few percent in 1930). The 1933 elections were held after Hitler seized power in a not-quite-so-democratic way.
